Q3 Online Gambling: Revenue Growth with Structural Diversification
According to the report released by the Portuguese gambling regulatory authority SRIJ, the total revenue from online gambling in Q3 2025 grew by 11.6% year-on-year, an increase of about 30 million euros compared to the same period in 2024, ranking as the second highest quarterly revenue in history, only behind Q4 2024's 323 million euros. However, the quarterly sequential growth was only 3.5%, indicating a slowdown in growth rate.
The revenue structure showed significant diversification: online sports betting revenue reached 99.7 million euros, up 9.3% year-on-year but down 8.7% quarter-on-quarter; online casino revenue performed even stronger, setting a new quarterly record at 197.4 million euros, up 12.7% year-on-year and 11% quarter-on-quarter, becoming the core driver of overall revenue growth.
Sports Betting: Football Dominates, Clear Preference for Events
The total amount of sports betting in Q3 reached 504.6 million euros, up 4.4% year-on-year and a sharp increase of 10.3% quarter-on-quarter, setting a new record for the highest quarterly amount in 2025. In terms of betting preferences, football remains the absolute mainstay:
Football betting accounted for 71.8% of the total, far exceeding the second place tennis (22.1%) and other sports (6.1%);
In terms of event selection, the Portuguese Premier League and the UEFA Champions League were the most popular, accounting for 11.4% and 9.3% of total football betting respectively;
Tennis betting was concentrated in the Grand Slam events, with the US Open and Wimbledon contributing 14.9% and 12.1% of the sport's betting volume respectively.
It is worth noting that despite the increase in betting volume, sports betting revenue decreased quarter-on-quarter, mainly because operators increased promotional efforts to attract users, leading to a slight decline in effective revenue conversion rates.

In the online casino segment, slot machines continued to dominate, accounting for 79.2% of the betting share, far exceeding dice games (6.8%) and blackjack (5.1%). This quarter saw a significant increase in player investment, with total betting volume in online casinos reaching 549 million euros, up 12.5% year-on-year and 8.9% quarter-on-quarter, reflecting a continuous rise in demand for casino-type games among players.
In terms of user scale, the number of registered players in Portuguese online gambling grew by 7.8% year-on-year, reaching 4.9 million people, with over 358,000 new registered users in the past 12 months. At the same time, responsible gambling measures have been effective, with self-excluded users reaching 342,000 by the end of September, up 23.9% year-on-year, equivalent to one in every 14 players choosing to limit their betting.
Offline Market Cools Down, Regulation Against Illegal Gambling Remains Firm
In contrast to the growth of the online market, Q3 revenue from offline gambling in Portugal fell by 4.6% year-on-year to 72.4 million euros. Breaking it down, slot machine revenue slightly increased by 2.1% to 57.3 million euros, but other table game revenues significantly declined by 24.2%, with American roulette down 36.3% and baccarat down 34.3%, reflecting offline players' preference for the more accessible slot machines.
On the regulatory front, SRIJ continued to crack down on illegal gambling in Q3, issuing 53 shutdown notices to unlicensed sites and transferring 130 illegal domains for blocking, further purifying the compliant market environment and supporting the healthy growth of online gambling.
