Brazil has taken a landmark step in the field of responsible gambling. Its gambling regulatory authority (SPA) has recently launched a national self-exclusion platform, allowing players who feel the need to control their gambling to voluntarily request to be excluded from all licensed gambling websites. This system, listed by the SPA as a "top priority," is no joke; it signifies that Brazil has leaped to the forefront of the world in player protection measures.
How to use the platform? Just register online
This platform, developed by the Federal Data Processing Service, requires players to register at the Gov.br portal website first. The operation is quite flexible; you can choose to exclude yourself for 1 to 12 months, or even indefinitely. Interestingly, only those who choose indefinite exclusion have a one-month "regret period" to revoke their decision. When registering, the platform will also kindly ask for your reasons for self-exclusion, such as financial difficulties or advice from health experts. Once your personal information is confirmed, you will receive a notification of exclusion.
Operators receive orders, must execute within 72 hours
Once the platform is effective, licensed operators will automatically receive a notification. They must block the player's access on their websites and apps within 72 hours. This is a mandatory regulation! Moreover, operators must immediately stop accepting new bets from these users marked as "Blocked - Central Self-Exclusion" and close their accounts within three days of receiving the notification. Any remaining balance or unsettled bet value in the accounts must also be returned to the players within two days. Thinking of secretly contacting these users? No way! Operators are also prohibited from sending any proactive communications, targeted advertising, or direct notifications to them, not even a "welcome back" message.
Compliance deadline is tight, operators busy upgrading systems
To align with this new platform, the SPA had already set strict requirements for operators. According to the Normative Instruction No. 31 issued in November, operators must integrate their user verification mechanisms with the central self-exclusion database through Brazil's betting management system Sigap by December 10th. Operators must check the self-exclusion status of users when they register, at their first daily login, and every 15 days for all active users in Sigap.
That's not all, operators have 90 days to modify their systems to mandatorily set self-limiting tools for betting time and amounts. These tools must be set at the time of player registration, allowing users to choose to receive alerts based on betting duration or to pause the session directly. Players can also choose to temporarily "freeze" their accounts, during which they can log in but are unable to place bets.
