Brazil to launch a gambling self-exclusion system by the end of 2025

Brazil's regulatory body SPA recently introduced new regulations aimed at enhancing gambler protection, including the establishment of a centralized self-exclusion platform and mandatory betting limits. These policies are in line with the 2025-26 regulatory agenda and are expected to be implemented by the end of 2025 to promote responsible gambling.

Regulatory Background and Overview of New Regulations

As part of the 2025-26 regulatory agenda, the Brazilian Secretariat of Prizes and Betting (SPA) issued Normative Resolution No. 2579 and Normative Instruction No. 31. These rules strengthen the policies for protecting gamblers and promoting responsible gambling, allowing bettors to self-exclude and set betting limits. SPA CEO Regis Dudena emphasized that protecting players is a top priority, and the new measures will place Brazil at the forefront of gambling regulation.

Details of the Centralized Self-Exclusion System

Developed by the Federal Data Processing Service, the centralized self-exclusion platform will be operational by the end of 2025. Bettors can voluntarily request to block their registration on gambling platforms, with the tool supporting specific operators or covering all federally licensed platforms, and they can choose a fixed term or indefinite exclusion. Operators must verify user status using the player's CPF number through the Sigap system, and check upon registration, daily login, and every 15 days.

Betting Limits and Account Management Tools

The new regulations require operators to implement mandatory time and money limits at registration. Self-limitation tools allow bettors to set daily, weekly, or monthly betting limits, based on duration or amount, and receive reminders. Bettors can also temporarily suspend their accounts, retaining access but prohibiting betting. These tools aim to reduce gambling risks and enhance player control.

Operator Compliance Requirements and Timelines

Operators have 30 days to integrate with the centralized self-exclusion system, 90 days to adjust betting systems and update registration forms. Excluded users must be immediately prevented from betting, accounts closed within three days, refunds issued within two days, and records retained for five years. Proactive communication or advertising to entice users back into the system is prohibited, ensuring effective implementation of measures.
