Nigeria is rapidly emerging as Africa's most promising online gambling market, with a young population that makes up 60% of its 200 million people and the rapid adoption of mobile payments, the market size is expected to exceed $2 billion by 2025.

The National Lottery Regulatory Commission (NLRC), as the main regulatory body, issues three types of licenses under the National Lottery Act of 2005: sports betting, casinos, and lotto, with application fees ranging from $50,000 to $250,000.

Key regulatory requirements include a 15% operating tax, local server hosting, and mandatory responsible gambling measures, with operators also required to invest 2% of revenue into social welfare projects.

The payment process is strictly limited to local banks and mobile money channels, prohibiting cryptocurrency transactions. Despite a gradually improving regulatory framework, underground gambling platforms still account for about 40% of the market share, mainly operating through cross-border payment loopholes.

Recently, the NLRC in collaboration with the EFCC Economic Crimes Commission conducted a "cleanup operation," shutting down 23 unlicensed platforms in 2024. The market shows distinct regional characteristics: Lagos and Kano states contribute 65% of the betting volume, with football matches accounting for 80% of the total betting amount, among which the English Premier League is the most popular.

Localization of operations has become key to success, leading platforms such as Bet9ja and SportyBet have launched interfaces in Hausa and Yoruba, and developed Africa-specific games like the digital version of "Ayo Olopon".

With the expansion of 5G network coverage and the central bank's launch of the eNaira digital currency, the industry is about to face a new reshuffle, but operators must remain vigilant about the risk of sudden policy changes—the National Assembly is currently considering a new bill that proposes to increase license fees by 300% and mandates that all executives must be Nigerian citizens.

This West African giant is proving that whoever can crack the regulatory code and local payment challenges will win the golden ticket to Africa's gambling industry.
