Cambodia, in the context of ongoing crackdowns on online scams and the regulation of the gambling industry, has made significant personnel changes to its regulatory bodies and disclosed alarming investigative data. According to the Cambodian National Police, a ceremony for the handover of the position of Director General of the Commercial Gambling Crime Bureau was held on March 20th. Major General Sen Supee, the former Deputy Director of the Internal Security Bureau, took over as the Director, while the former Director, General Sheng Xian, was reassigned as the Deputy Director General of the National Police. Simply put, it's about inadequate supervision, changing personnel from top to bottom.

Since June 2025, Cambodia has been continuously carrying out crackdowns nationwide, having dismantled 250 points of telecommunications fraud, including 91 casinos. Official data shows that more than half of the licensed casinos were found to be involved in online gambling and telecommunications fraud activities, reflecting significant loopholes in the gambling regulatory system. This personnel adjustment, presided over by the Director General of the National Police, Su Tong, is considered an important measure in the context of the ongoing crackdown on telecom fraud and the regulation of the gambling industry.

Dual leadership changes: Police and financial systems adjusted simultaneously

Beyond the police system, the Commercial Gambling Committee under Cambodia's Ministry of Finance has also undergone personnel changes. The former Secretary-General, Robi Lun, has been transferred, and on March 12th, the acting head of state Hun Sen signed the appointment document, appointing Deputy Secretary of State Yuan Weina as the new Secretary-General of the committee.
