On the first anniversary of the complete legal regulation of the online gambling market in Brazil, strong growth indicators are redefining the Latin American iGaming market. According to data from the Betting Panel under "Aposta Legal", by 2025, the total visits to regulated gambling websites in Brazil will reach 26.4 billion, a year-on-year increase of 237%, with an average of 2.2 billion visits per month and about 71 million visits per day, making it one of the most active online service categories in the entire Brazilian internet, second only to search engines and other mainstream traffic portals.

Brazil officially launched its online gambling regulatory framework on January 1, 2025, based on Law No. 14,790 enacted in 2023, covering sports betting and online casinos.
In the first full year of legalization, according to the report from the Brazilian Ministry of Finance's Prizes and Gambling Secretariat (SPA), the gross gambling revenue (GGR) of the entire regulated gambling industry in 2025 reached about R$37 billion reais, approximately equivalent to 7 billion US dollars (according to market analysis reports), a figure significantly higher than initial industry forecasts.
On the tax front, the federal tax agency reported that related tax revenues in 2025 approached R$1 billion reais, with December alone contributing R$110 million reais. Licensed operators also paid about R$250 million reais in licensing fees and about R$95 million reais in regulatory inspection fees.
The size of the player base also expanded significantly, with SPA statistics indicating that about 25.2 million Brazilians participated in at least one legal online bet in 2025, accounting for about 11.8% of the total population. The age structure of players shows that 28.6% are between 31 and 40 years old, with the 18-24 and 25-30 age groups each accounting for 22.7%.
Legalization also promoted the rapid formation of the number of operators and competitive landscape. By the end of 2025, there were 79 licensed online gambling operators active in the market, with top international brands such as Betano and bet365 ranking at the forefront in quarterly visit data after legalization—Betano created the market's highest traffic with 1.1 billion visits in the first quarter of 2025, demonstrating the strong penetration of international operators in the local market.
In the first year under the regulatory system, according to statistics, the average expenditure of active players on legal platforms continued to grow, with data from the first half of 2025 showing that 17.7 million active players spent an average of R$164 reais per month.
🔴 Despite the impressive legal data, the Brazilian online gambling market still shows a wild growth posture, with regulatory agencies estimating that gray gambling activities may still account for about 50% of the total market.
Overall, the achievements of one year of legalization indicate that the Brazilian online gambling market has not only achieved breakthroughs in traffic and revenue scale but is also forming a more mature regulatory ecosystem and market competition landscape. As content providers and operators further deepen their localization strategies, the Brazilian market is expected to continue its rapid growth in 2026 and gradually become an important part of the global online gambling landscape.
