Sri Lanka—During the recent parliamentary debate on the second reading of the "Gambling Regulatory Authority Bill," NDF member Faisal Mustafa urged the government to establish strict online gambling regulations to address the risks of addiction brought by online gambling. He pointed out that while physical casinos can create job opportunities and boost tourism revenue, unregulated online gambling not only poses higher risks but also fails to provide substantial financial benefits to the nation's finances.

Deputy Minister of Economic Development, Anil Jayantha, added that the newly established regulatory body will be responsible for casino license approval and compliance management, with a particular focus on preventing money laundering. According to the new regulations, Sri Lankan citizens must pay a $50 entry fee to enter casinos, while existing casinos will be given a transition period to comply with new requirements and regulatory standards.

The proposed bill also includes traditional activities such as school raffles, funeral card games, and temple auctions under the category of "gambling," but the government has explicitly stated that these activities will not be taxed. The acting chairman of the Parliamentary Finance Committee, Hakim, reminded that cricket betting has long relied on overseas channels, creating a regulatory gap that urgently needs to be addressed through legislation to protect player rights and ensure national financial security.

Overall, Sri Lanka is advancing a dual regulatory framework for online and offline gambling, aiming to balance economic benefits with social risks, ensuring that gambling activities are conducted in a legal and safe environment.
