From the entity, it was stated that the laboratories comply with more than 130 testing requirements.
Brazil.- As a way to ensure safety and fairness in the local lottery market, the Paraná State Lottery (Lottopar) determined that any operation of sports betting and lotteries, authorized by the municipality, can only start operating if the requirements set out in the Notice are met. This includes the mandatory presentation of tests and certificates from internationally renowned laboratories, specialists in the certification of gaming and lottery equipment in countries such as the United States, Spain, England, and Portugal, and now also operating in Paraná.
The games and bets are only put on sale once the tests have been carried out and if everything complies with the strictest international standards of the sector, the game receives certification. For the accreditation of these laboratories working with Paraná operators, Lottopar required them to analyze more than 130 compliance items, including RNG tests, algorithm analysis, interval, cycle, payout tables, game information, source code analysis, systems, and cryptographic security, among others.
“In this way, we are ensuring that the games and bets regulated in Paraná are fair, safe, and do not deceive the bettor. We want to offer safe entertainment for those who bet and with social return for the entire population. That's why I even want to make a warning: when betting, do it as entertainment and not as a way to earn easy money and always look for an authorized operator,” highlighted the Operations Director of Lottopar, Fabio Veiga.
Lottopar was a pioneer in Brazil in accrediting testing and certification laboratories for the sports betting and lottery sector, thus ensuring that the lottery operators accredited in Paraná offer fair, safe, and fraud-free entertainment options.
During July, the general director of Lottopar, Daniel Romanowski and the administrative financial director, Rogério Nogueira, accompanied by the general superintendent of services and data governance, Elisandro Frigo, presented to the governor, Carlos Massa Ratinho Junior, the main actions of the entity developed during the first half of 2024.
Among the main achievements is the regulatory income, where only in fixed subsidies R$ 27.5m (USD 4.9m) were obtained in the first months of the year. The resources released by the gaming operations will be allocated to the State Government to be applied in areas of public housing, public safety, and social action. These resources come from two unprecedented operations carried out on B3, the São Paulo stock exchange, to grant the instant, predictive, and passive lottery. For the first time in the history of the Stock Exchange, a State promoted a lottery concession.
The security of the lottery was also on the agenda and Governor Carlos Massa Ratinho Junior received the model of accreditation of certification laboratories, unprecedented and pioneering in Brazil, adopted by Lottopar. As a result, Paraná is the state with the highest number of authorized laboratories to work with lottery and sports betting operators for testing and issuing certificates. This ensures the security of Paraná's lottery market at all stages of the process, in addition to offering a safe entertainment experience for the Paraná player.
