For the Secretary of Awards and Betting of the MF, Regis Dudena, the number of authorization requests (113) to operate locally from 2025, even exceeded the sector's estimates, which "indicates the confidence and legal security of the Ministry of Finance's regulation, and places Brazil as one of the largest regulated markets in the world".
Until midnight this Tuesday (20), the Secretariat of Awards and Betting of the Ministry of Finance (SPA-MF) received 113 authorization requests from 108 companies for the exploitation of fixed quota betting.
Those first registered in the Betting Management System (Sigap) of the MF will have responses still in 2024 and, if approved, will be able to operate at the opening of the regulated betting market, on January 1, 2025.
If all comply with the rules established in the regulation, the MF could collect up to R$ 3.4 billion, still this year, only with the payment of the grants.
It is estimated that about 220 sites will be able to offer bets in an authorized and regulated manner, since, in each request, up to three brands (commonly known as bets), depending on the commercial option of the company.
The registration period remains open, but new requests will be analyzed within a period of 180 days, according to the general rule.

He considers the authorization requests a key process in building a safer betting market for society and the national economy.
“The closure of the initial phase of the authorization process, with this significant number of requests, was a success. The Ministry of Finance has been working intensively on regulation and established strict criteria for the protection of bettors and rules for the market”, evaluates Dudena.
For the Secretary, “the sector responded positively, showing that there are many serious companies that intend to operate respecting the legislation, which is the best way to meet personal, social, and economic needs of the activity”.
From next year, with the end of the legal period of adaptation, which goes until December 31, only authorized companies that comply with the entirety of the regulation will be able to operate in Brazil. Unauthorized companies will be in an illegal situation and must be banned from the market, including being prohibited from advertising and sponsorships.
“The period without rules is ending. With the conclusion of the adaptation phase, the market has already understood that there is only one way to operate nationally in Brazil: complying with the law and the rules, respecting people and with authorization from the Ministry of Finance”, reinforced the Secretary of Awards and Betting.
Among the rules that must be respected are those related to the means of payment of the awards, combating money laundering and responsible gaming, with mechanisms to protect bettors against problems associated with gambling, over-indebtedness, and fraud. Authorized companies must be constituted in Brazil, according to national legislation.
All approved brands must operate only on sites with the domain “.bet.br”, which will indicate legal and regulated environments, the only ones that will provide, nationally, security for bettors, ensuring, in compliance with the law, their identification, as well as the prohibition of access to children and adolescents.
Authorized companies will be monitored and supervised by the SPA-MF, through its own system, developed for this purpose. Brazil will be one of the few global markets to develop a system that will receive direct information about betting-related activities.
This database will allow the government to perform various types of monitoring, from the behavior of bettors to the evolution of the volume of resources bet, lost, and prizes paid, in addition to helping in the control of the calculation bases for tax purposes.
