A federal judge denied the Federated Indians of Graton Rancheria’s request for an injunction to delay any formal decision on a resort-casino project proposed by the Koi Nation on 68 acres of vineyard land just outside Windsor.The ruling by U.S. District Judge Rita F. Lin of the Northern District of
