The Philippine Amusement and Gaming Corporation (Pagcor) has officially issued a new memorandum, imposing strict control measures on B2B technology service providers in the industry—requiring them to complete qualification certification within a deadline. Those who fail to meet the standards will have their operational systems and online platforms suspended. According to the PASA official website, this marks an upgrade in compliance regulation of the local gaming industry, with regulatory focus shifting from front-end platforms to deeper layers of the backend supply chain.

B2B service providers can no longer "run naked"; the transition period has officially ended

Although B2B technology service providers do not directly interact with gambling players, they are an indispensable behind-the-scenes role in the entire industry chain—from backend operating systems, technical construction, to data support and platform maintenance. The normal operation of gambling venues and online platforms depends on them. However, for a long time, these companies have been operating in place with a transitional identity, in a regulatory gray area. The new regulation specifies that all collaborating technology service providers must complete the entire official certification process and can no longer continue to operate with a transitional identity.

The penalty rules are also clear and strict:

1. Companies that fail to obtain compliance qualifications will have their technical services and digital platforms ordered to cease operation;

2. In severe cases, they will be directly deprived of their operating qualifications in the Philippine market. Simply put, Pagcor is intentionally ending the previously lenient transition period, bringing industry standards from paper to practice.

Regulatory reach extends downward, blocking gray outsourcing paths

It is evident that the Philippines has completely changed its regulatory approach to the gambling industry.
