Puerto Rico's Gaming Control Board announced this week that it has officially joined the National Voluntary Self-Exclusion Program (NVSEP), becoming the latest member of this interstate platform since its launch in 2024. The integration work will start in June this year, at which time residents can voluntarily prohibit themselves from accessing services of multiple licensed gaming operators—whether offline casinos or online sports betting—through a single online application, effective across the platform. According to the PASA official website, Puerto Rico's regulated gaming landscape has steadily expanded in recent years, now encompassing physical casinos, compliant sports betting, and various licensed gaming activities.

Centralization replaces fragmentation; one registration covers multiple jurisdictions
NVSEP initially went online in 2024 and is a cross-state platform for operators and regulators across the US, currently operational in eight states including California, Wyoming, Colorado, Nebraska, Iowa, Wisconsin, Michigan, and Louisiana. Puerto Rico will join later this year, followed by Massachusetts. Previously, self-exclusion procedures were highly fragmented—players had to submit exclusion requests separately to different operators or regions, resulting in a chaotic process and low participation rates. NVSEP's centralized model directly addresses this pain point by unifying registration and compliance processes. Juan Carlos Santaella Marchán, Executive Director of the Puerto Rico Gaming Commission, stated: "This collaboration strengthens our public policy efforts to maintain a safe, highly regulated industry based on responsible gaming practices. Our goal has always been to provide accessible tools and resources to anyone seeking support for gambling-related issues."
idPair provides the technological foundation; global self-exclusion digitization accelerates
The platform, developed by technology company idPair, which specializes in cross-jurisdiction exclusion lists, simplifies the self-exclusion process for individuals while streamlining operations for operators. idPair's system supports data sharing between jurisdictions, enhancing the coordination of regulatory enforcement and facilitating operators' compliance management. Operators already using idPair services in other regions can easily integrate NVSEP data, while other operators must proactively connect to receive and implement self-exclusion information as part of the compliance framework. Globally, self-exclusion programs are becoming increasingly common—Brazil launched its own plan at the end of last year as part of the SPA 2025-26 regulatory agenda; Portugal recently updated and centralized its self-exclusion portal to enhance usability. Digital systems are favored for reducing administrative burdens and eliminating multiple registrations. However, despite the imminent launch in June, the Puerto Rico Gaming Commission has not yet disclosed the number of operators committed to participating from the start.
