The UK government officially unveiled the largest independent gambling harm research institution in the country on Thursday. Named the "UK Gambling Harm Research Evidence Centre," the new institution is funded by 20% of the statutory gambling levy provided by UK Research and Innovation, with a grant of 22.1 million pounds for the fiscal year 2025-2026. The center will be jointly led by a consortium consisting of the University of Glasgow, the University of Sheffield, Swansea University, and King's College London. The director of the center, Heather Wardle, a professor of Gambling Studies and Policy at the University of Glasgow, stated in the founding declaration that gambling research has been dragged down for too long by insufficient resources and long-term neglect. Now, with the new funds injected through the levy and UKRI, it is finally possible to rebuild this evidence system from scratch.

Who pays, who manages: Breaking the ice with an independent governance structure

The funding mechanism of the center itself constitutes an important institutional firewall. UKRI, as the national scientific research funding agency, directly manages the research grant portion of the statutory levy, ensuring that the use of funds is not influenced by commercial gambling interests. UKRI emphasized in its statement that it will establish a strict governance and integrity framework to ensure research autonomy. In April this year, a group of gambling harm researchers publicly stated at a meeting of the Parliamentary Health and Social Care Committee that they had previously been reluctant to accept research funding directly from the gambling industry due to ethical concerns. Wardle also candidly admitted at that hearing that her previous research projects had been influenced by the gambling industry in terms of priority issues and perspectives. GHR-UK has also appointed Martin Jones, a community activist who has experienced the suicide of a family member due to gambling harm, as the head of lived experience participation. Jones emphasized that research should not be an academic exercise isolated from the world, but should be closely connected to the real gambling harms affecting real populations.

Parallel tracks of policy and research

The research themes of GHR-UK cover gambling and sports, online and video game gambling, and the structural drivers of gambling-related harm. The center will coordinate 19 innovative partnership projects already funded under the GHR-UK framework, and oversee 32 rapid evidence reviews and four appointed UKRI policy researchers. UKRI also expects to continue investing in areas such as the convergence of gambling and video games. Meanwhile, British MPs have recently classified gambling advertising as a public health issue, and a recent study revealed that the average weekly loss of British university student gamblers currently exceeds 50 pounds. This week, the government also disclosed plans to establish an illegal gambling task force, focusing on blocking payment channels for illegal operators, combating illegal online advertising, and strengthening cross-departmental enforcement. PASA's official website continues to track the latest developments in the interaction between global gambling research infrastructure and public policy, noting that the UK's institutional breakthrough from research funding governance to lived experience participation may be providing a new institutional reference point for other mature gambling markets long constrained by industry funding and research independence.
