Philippine integrated resort developer Belle Corp is shifting its focus from Entertainment City in Manila to the north, towards Clark Freeport. The company confirmed in a filing to the Philippine Stock Exchange that it has obtained a provisional casino license from the Philippine Amusement and Gaming Corporation, planning to launch a new integrated resort project worth at least $300 million in a designated investment zone in Clark Freeport, Pampanga Province. President and CEO Armin Antonio Racelis-Santos revealed that the company is negotiating with three to four foreign operators, including existing partner Melco Resorts & Entertainment, aiming to finalize partnerships within this year and officially open within the next two to three years.

Belle's business model in the Clark project continues the light asset development path validated in City of Dreams Manila. The company will retain land ownership of the five-hectare project site, with the licensed operator responsible for the actual operation of the gaming business, while itself obtaining stable income from two channels: land leasing and a share of gross gaming revenue. The provisional license is held by Sinophil Leisure and Resorts Corp and Foundation Capital Resources Inc under Premium Leisure Corp, and Belle has applied to be included as a co-licensee in the license framework, which is still under evaluation. Once the partnership agreement is finally signed, the company will submit a revised development plan reflecting the design and operational needs of the operator.
Strategically Located Next to the Airport and Railway Hub
The project site occupies a precise geographical node within Clark Freeport Zone—adjacent to SM City Clark, Clark International Airport, and the planned North-South Commuter Railway project. This means that the casino will benefit from the convenience of passenger flow from the airport station and will also be connected to the advancing railway transportation network. The company explicitly positions Clark as an emerging convention and tourism destination and gaming hub, with the area already hosting several casino resorts such as Hann, Royce, D'Heights, Midori, Casino Plus, and PAGCOR's Casino Filipino Capital.
