In Argentina, the market is actually composed of 24 independent small markets. In Argentina, gambling is a provincial affair. There are 23 provinces and one autonomous city, making up 24 jurisdictions, each with its own rules, licensing, and advertising regulations. Because if a player is in Buenos Aires Province, they cannot access licensed sites in Buenos Aires City; this is technically achieved through IP recognition and geographical blocking, and legally dependent on provincial regulatory bodies.

Thus, under this system, the cost of a compliant market is extremely high, which also creates opportunities for the grey market.

According to the Argentine National Lottery Association (ALEA) 🟢, currently, over 90% of online gambling demand flows to grey sites. Theoretically, legal gambling sites in Argentina must use the ".bet.ar" domain. However, most players do not pay attention to this.

Also, according to data from ALEA, minors' first exposure to gambling is mainly not through football sponsorships or traditional TV ads, but through social media and influencer content.

Since minors cannot register accounts on legal sites, they can only enter grey platforms.

In the 2025–2026 web traffic monitoring, 🟢 non-local licensed sites like Stake have about 4.7M–4.8M visits per month in Argentina, only second to popular local legal sites, becoming the third highest visited platform locally.

🟢 Another grey site, BC.Game, has about 327K visits per month, also ranking in the top twenty (notably, its average page visits per user are much higher than most competitors, indicating strong user retention).

Other unlicensed platforms like Gamdom, BetWinner, 1xBet also appear in the visit rankings, with many more offshore brands having significant traffic in Argentina.

📈 From a market share perspective, some institutions estimate that only about 20% of online gambling activities occur on licensed legal platforms in Argentina, while about 80% of the traffic goes to unauthorized platforms.

📊 Two paths for legal and grey platforms

For investors, if you are planning to operate long-term, apply for local licenses, and establish relationships with regulatory bodies, the first choice is definitely the regions with the most mature rules and largest market size.

🔴 The core battlefield for legal operators

In terms of market size and system maturity, Buenos Aires Province is undoubtedly the core battlefield in Argentina.

With a population accounting for nearly 40% of the national economic output, the online gambling regulatory system is mature. Although compliance costs are high and advertising restrictions are strict, the rules are stable and law enforcement is clear, suitable for long-term brand building.

Buenos Aires City (CABA) has more detailed regulations, with higher demands on advertising, influencer promotion, and responsible gambling. This is more suitable for international operators who already have brand influence and are willing to bear higher compliance costs.

The expansion of grey platforms is more concerned with three factors: whether blocking is rapid, whether the banking system strictly intercepts, and whether local regulators have sufficient technical capabilities.

In provinces with more lenient execution or limited resources, grey platforms are easier to "naturally penetrate". For example: ➡️ Misiones Province, Chaco Province, Formosa Province, La Rioja Province, etc.

These provinces have limited regulatory budgets and relatively insufficient technical blocking capabilities. For offshore platforms that rely on social media and cryptocurrency payments, these regions are easier to accumulate users.

Furthermore, some provinces that have not yet fully established mature online regulatory frameworks, such as: ➡️ San Juan Province, Catamarca Province.

However, Buenos Aires Province, with the largest market size, poses more challenges for unlicensed platforms. Local regulatory agencies and communications departments block actions more frequently, and banks monitor suspicious transactions more maturely.

But from a broader trend, as long as you rely on VPNs, cryptocurrencies, and social media algorithms, national coverage can still be achieved, and provincial regulatory boundaries are essentially fragile.
