Regulatory crackdowns on lottery casinos across multiple states in the USA are accelerating. Last week, Indiana's HB 1052 ban bill passed through committee negotiations and is expected to become the seventh state in the nation to explicitly prohibit such platforms. Meanwhile, the Mississippi Senate passed the ban unanimously for the second consecutive year, and the Maine legislature committee approved a related proposal with an 8-2 vote. Simply put, following the pattern of six states last year, more states are following suit this year, making it increasingly difficult for lottery casinos. Want to know how various states in the US are cracking down on grey gambling platforms? PASA's official website continues to track legislative and law enforcement dynamics.

First, Indiana: Just one step away from the ban
The Indiana HB 1052 bill passed through committee negotiations this Monday and now requires the final vote of both the Senate and the House. Once passed, it will be signed by Governor Mike Braun. Previously, the Senate had passed the bill (with amendments) by 37-8, and the House had passed the original version earlier this month by 86-12.
In addition to prohibiting lottery operators, the bill also grants the Indiana Gaming Commission greater powers to combat unlicensed operators. Once effective, Indiana will become the seventh state in the US to explicitly ban lottery casinos, following six states last year.
Second, Mississippi: Senate unanimously passes the bill again, with fines up to $100,000
For the second consecutive year, the Mississippi Senate unanimously passed the SB 2104 bill, prohibiting online lottery casinos. The bill stipulates that operating or promoting lottery casinos is a felony, with a maximum fine of $100,000.
Last year, the bill was aborted due to the House adding online sports betting provisions, and its passage this year remains to be seen. The state Gaming Commission had already issued a cease letter to lottery operators last year.
Third, Maine: Committee approves, tribes granted exclusive rights to online casinos
Last week, the Maine Veterans and Legal Affairs Committee passed the LD 2007 lottery ban bill with an 8-2 vote, now forwarded to the full Senate. The bill was introduced by Senator Craig Hickman last December.
It is noteworthy that Maine just passed a law in January, granting four tribes within the state exclusive rights to online casinos, signed into effect by Governor Janet Mills.
Fourth, other legislative overviews
Illinois: The House Gaming Committee unanimously passed HB 4171, intended to prevent cities from imposing their own sports betting taxes (Chicago had already imposed a 10.25% tax at the beginning of the year). At the same time, a bill to abolish tax per bet has also been submitted.
Alaska: On Wednesday, a hearing will be held for HB 145, a bill to legalize online sports betting, proposing to issue up to 10 licenses.
Washington: SB 6137 bill (allowing cross-platform betting within tribal lands and betting on state college teams) is pending a vote.
South Dakota: The House Committee will discuss SJ 504, a statewide online sports betting bill on Wednesday. If passed, it will enter a public vote in November.
