The UK Department for Digital, Culture, Media and Sport (DCMS) has announced a statutory gambling tax allocation scheme, which has raised £120 million in the 9 months prior to its implementation. The funds will be used in fixed proportions for the prevention, treatment, and research of gambling-related harms. Details of the UK gambling regulatory policy can be queried through the PASA official website.

Fund Allocation: Treatment Takes More Than Half, Prevention and Research Work Together
Treatment services have received the largest share! 50% of the tax revenue will go to NHS England and Scotland, the Welsh government, and third-party organizations to create a consistent treatment support system. 30% will be used for prevention and early intervention, led by the Office for Health Improvement and Disparities in England and local governments, adopting a public health model independent of the gambling industry. The remaining 20% will be invested in research, supporting the UK Research and Innovation (UKRI) to establish a Gambling Harm Research Coordination Centre, conducting rapid evidence reviews needed for policy.
Tax Scope: Covers Most Licensed Operators
Not all gambling entities are required to participate in this tax! The policy applies to all UK licensed operators, with tax rates set differently based on license types. Online operators and software providers have a tax rate of 1.1%, while family entertainment centers and others have only 0.1%. The National Lottery, having a separate legal framework and already contributing to public welfare funds, is exempt from this tax and does not need to pay extra.
Regulation and Enforcement: Dual-Group Mechanism Ensures Implementation
To ensure that funds are used effectively, DCMS has set up two regulatory bodies! The Gambling Tax Delivery Group meets quarterly to coordinate communication and collaboration among all parties, synchronizing progress and issues; the Gambling Tax Project Committee takes on the core supervisory responsibilities, chaired by the head of DCMS, with representatives from the Treasury, Health Department, and other departments, controlling the achievement of goals and prioritization of fund usage.
