Recently, Nigeria has made several new moves in gambling regulation, upgrading their regulatory framework and signing a memorandum of understanding with a Swiss institution. Alinze Arum, the regulatory head of Enugu State, believes these measures are reliable and can make Nigeria's online gambling more standardized and transparent.

Nigerian Regulatory Framework is Being Upgraded
On September 16, the Federation of State Gambling Regulatory Authorities (FSGRN) of Nigeria and the Swiss Interstate Gambling Management signed a memorandum of understanding, marking Nigeria's start in aligning with international standards. Alinze, in an interview with iGB on November 13, praised this knowledge exchange program, which he believes can help online gambling develop in the right direction. However, he mentioned that the specific details of the cooperation are still awaiting final implementation.
Enugu State Promotes Three Major Initiatives to Attract Investment
The Gambling and Lottery Commission of Enugu State is prioritizing three reforms: first, enhancing regulatory technology facilities to achieve real-time monitoring; second, establishing a responsible gambling education framework involving both operators and players; third, simplifying the investment approval process to reduce bureaucratic procedures. Alinze stated that these measures aim to transform Enugu into a technology-driven, highly transparent gambling jurisdiction.
Unified Regulation in Africa Still Faces Challenges
Regarding whether African gambling regulation can be centralized, Alinze believes that regional coordination is theoretically beneficial, but practically challenging due to significant differences in laws, taxes, and cultures among countries. He suggests starting with bilateral cooperation, such as sharing information and coordinating anti-money laundering standards, as a more practical approach.
