The Philippine National Police Anti-Kidnapping Group (PNP Anti-Kidnapping Group) reported from Camp Crame in Quezon City, Metro Manila, that two wanted criminals were arrested by the Luzon Field Unit. The suspects are 27-year-old Marven Marquez Cataytay and 62-year-old Panfilo Magbanua Hibaya, also known as "Father," both residents of Pasay City in Metro Manila.
The Taguig City Regional Trial Court Branch 153 issued arrest warrants on September 2, 2025, charging both individuals with kidnapping for ransom and murder, and recommended no bail.
The police disclosed that the suspects were allegedly involved in the kidnapping of a Chinese boy named Andi on February 20, 2025. On that day, 14-year-old Andi disappeared after being dropped off at a school in Taguig City. The kidnappers demanded a $20 million ransom from Andi's mother via Telegram. Subsequently, the police launched an operation and successfully rescued Andi near the C5 bridge on the evening of February 25. Initially suspected, the driver's body was found in San Rafael, Bulacan Province, with multiple stab wounds, ruling out his involvement in the case.
Previously, the Philippine Department of the Interior and the police stated that Chinese fugitive Wang Danyu was the mastermind behind the kidnapping gang. Wang Danyu was arrested in July 2025, and subsequently, these two Filipino accomplices were captured, indicating that they likely confessed to their accomplices after being arrested. The head of the Anti-Kidnapping Group, Police Brigadier General Grisellio C. Cansilao, stated that the investigation is still ongoing, with the prosecution and trial phase expected soon, and more details and truths will be revealed gradually.
