The Director of the National Bureau of Investigation (NBI) of the Philippines, Jaime Santiago, recently made a surprise inspection of the national prison in Muntinlupa City, responding to high societal concerns about certain high-risk detainees receiving special treatment. One of the primary subjects of the inspection was Shiela Guo (Chinese name Zhang Meier), a Chinese suspect involved in multiple serious cases, previously referred to as "sister" by Guo Huaping.
According to sources, Shiela Guo and another controversial former congressman, Arnolfo Teves Jr., enjoyed "privileged treatment" in prison, including the use of unregistered mobile phones and receiving unannounced visitors, raising strong public doubts about the failure of supervision and corrupt dealings.
Shiela Guo was extradited back to the Philippines in 2024, involved in cases related to illegal online gambling (POGO), transnational money laundering, and forgery of documents. Investigations indicate that she has been operating multiple illegal platforms for a long time, providing financial and technical support to international fraud syndicates, and is suspected of forging Philippine citizenship for illegal activities.
After the inspection, Santiago publicly stated, "The judicial system does not tolerate double standards, and prisons are not VIP suites." He promised to continue strengthening prison supervision mechanisms to ensure equal treatment of all detainees and eliminate the "privileged class" outside the system.
