The judicial system of the Philippines recently took decisive action against a major human trafficking case involving the offshore gaming industry (POGO). On May 20, the Regional Trial Court (RTC) of Angeles City formally charged former presidential spokesperson and renowned constitutional scholar Harry Roque with "non-bailable serious human trafficking offenses."
Along with Roque, 48 other suspects including Chinese businessman Cassandra Ong were also indicted. The charges directly point to their operation of "Lucky South 99" and its affiliate "Whirlwind" as fronts for a criminal human trafficking group.
Although Roque admitted to assisting Lucky South 99 in renewing its gaming license, he insisted that he only provided legal services and was unaware of any human trafficking activities.
However, evidence held by the prosecution suggests that Roque not only gained substantial economic benefits but also might have been aware of the company's illegal activities without reporting them. The Department of Justice's ruling on April 7 clearly indicated that Roque played a key role in this criminal group.
During the investigation, a park surveillance officer testified that Ong was actually the real manager of the company, and employees referred to her as the "big boss." Notably, this is not Ong's first involvement in criminal cases; last year, she was implicated in another money laundering case but was ultimately released.
Currently, another key figure involved, Duanren Wu, has fled, and former government official Dennis Cunanan has also been charged with providing insider information. Due to the significance of the case, the Supreme Court has decided to transfer it to the Pasig City court in Manila for trial.
Deputy Minister of Justice Nicholas Felix Tai revealed that as Roque is currently seeking political asylum in the Netherlands, the Philippine government is preparing to take a series of measures including revoking his passport and applying for an Interpol red notice. Justice Minister Remulla emphasized that this case is based entirely on judicial investigation and is devoid of any political motives.
This case not only exposes serious issues within the Philippine offshore gaming industry but also triggers deep reflection on the relationship between government officials and gaming companies. As the trial progresses, more details are expected to emerge. Currently, all parties are awaiting the formal response from the defendants.
