The Secretary of Awards and Betting, Regis Dudena, stated that the so-called bets should bring in a revenue of R$ 3.4 billion for the country this year. However, he says that not all companies will be able to obtain authorization, given the mandatory requirements to operate in Brazil. The number was a ceiling estimate, as it has not yet been possible to conclude that 100% of the companies that made the request have complied with all the rules to operate in the segment.
The economic team may collect up to R$ 3.4 billion this year with the regulation of bets, if the 113 grant applications received in the first phase of licensing are accepted by the Ministry of Finance.
In an interview with Estadão/Broadcast, the Secretary of Awards and Betting, Regis Dudena, acknowledged, however, that not all companies will achieve this authorization, given the mandatory requirements to operate in Brazil.

“The expectation is that not all will be (accepted), but we still cannot say how many of these will comply with all the rules to be called and also whether they will or will not meet this final requirement of grant payment”, explained Dudena. According to the secretary, the technical team has already conducted a first inspection of the documentation presented and notified some companies to provide necessary additional information.
The amount stipulated as a fixed grant for each company is R$ 30 million, as established by the law approved by Congress last year. Dudena, explained that the R$ 3.4 billion in revenue is a ceiling estimate, since it is still not possible to conclude that all the companies that made the request are complying with all the rules to operate in the segment. Those that pass the technical team's filtering will make the payment this year, and the funds will be accounted for in the Union's coffers.

Given the growing social concern about the spread of online gambling, the assistant to Minister Fernando Haddad says that “all help” will be welcome in tackling irregular activities. He hopes to soon formalize an interministerial working group on the subject. The committee will delve into issues such as mental health and help design a “self-test” so that the bettor can diagnose whether their involvement with betting is problematic.
“Part of the task force announced by the Minister of Finance is to advance in informing society, for example, about the very nature of betting. Today, part of the population still does not understand that betting is mere entertainment. Betting is not a way to make money, betting is not a supplement to income, betting is not a way to become more socially interesting”, said Dudena.
As already reported by Estadão/Broadcast, the Central Bank and financial institutions are alert to the growth of the online betting market. For the BC, resources allocated to bets may interrupt the decline in debt levels, which have been decreasing, albeit slowly, in recent months.
The Secretary of Finance recalls that the first law that legalized betting was approved in 2018, passing the last government without being regulated. During this period, the sector developed without state control, he pointed out, who took office in April, after the creation of the secretariat in January.
At the current moment, the agency has already published ten regulatory orders for the betting market, and will now focus on the processes of authorization of the houses and of supervision and monitoring of these companies. Regarding the aggressive advertising of online bets, boosted by the projection of “influencers” on the internet, Dudena remembers that there are specific rules on the subject and that, if infringed, the brand will be subject to sanctions.
