Mumbai High Court halts the entry of a giant casino ship into Goa.

The Mumbai High Court's Goa bench issued a significant injunction on May 6, effectively blocking a giant casino ship, yet to enter the port, from approaching the Mandovi River. The seven-story casino ship named MV Deltin Royale, measuring 112 meters in length and designed to accommodate up to 2000 people, was initially planned to replace a smaller casino ship on the river that could only hold 70 people. However, Judges Meneses and Jamsandekar ruled that the ship could not enter the Panaji port without a valid seaworthiness certificate. More critically, the judges further blocked any potential detours — even if the ship eventually obtained all necessary seaworthiness documents, it must first receive explicit approval from the court before entering the port. The subsequent hearing for this case is scheduled for July 6, with the operator, Delta Pleasure Cruise Company, continuing to face legal challenges from local opponents.

The capacity of one ship exceeds the total of six existing casino ships

The approval process for this giant casino ship has already sparked strong backlash in Goa. Environmentalists have explicitly stated in their lawsuit that the local government greenlit the docking of the Deltin Royale despite warnings from the port authority and the shipping secretary about potential navigation hazards and bottlenecks in the mooring area. Opponents find it unacceptable that the capacity of this single ship exceeds the total capacity of the six offshore casino ships currently on the Mandovi River. Father Pereira of the Goa and Daman Diocese Ecological Committee views this court injunction as part of a broader ecological awakening in Goa, rather than an isolated dispute. He sees the giant casino ship as a symbol of the unsustainable development patterns repeatedly occurring in ecologically fragile areas. The court has also ordered an investigation into the mass fish deaths that occurred in Goa's capital, Panaji, in April this year.

The rising curve of casino tax revenue and the policy ceiling

Goa is one of only three states and union territories in India where gambling is legal. Known as the "Las Vegas of India," the state currently operates 13 casinos, with seven on land and six floating on the Mandovi River. Tax data shows that the casino industry has contributed significantly to Goa's fiscal revenue, with about 35.378 billion rupees (approximately 37 million USD) collected in the fiscal year 2022-23, soaring to a peak of 60.376 billion rupees in 2023-24, and expected to fall to about 46.171 billion rupees in 2024-25. However, this growth curve seems to have reached a policy ceiling. In March this year, Goa's Chief Minister Sawant clearly stated that the state government has no plans to issue new offshore casino licenses.
