On May 7th, Sarah Gardner, the acting CEO of the UK Gambling Commission, attended the annual conference of the Bingo Association and released a series of signals for increased regulation. Among the most notable was a new stringent regulation—starting from July 29, 2026, all offline gambling venues must immediately remove any gaming machines that are found to lack the necessary technical operating licenses or fail to meet technical standards upon notification by the Commission. Gardner also announced that the government will allocate 26 million pounds over the next three years to strengthen the crackdown on illegal gambling activities in offline venues. She emphasized in her speech that this funding will allow the Commission to address the issue of offline illegal gambling in a truly committed and systematic manner, while continuing to maintain close cooperation with law enforcement agencies such as the police.

A Model of Industry Collaboration Behind Bingo Data Correction

In her speech, Gardner specifically mentioned the data correction in the bingo industry as a successful case of collaboration between the regulatory body and the industry. Previously, some operators questioned the estimated player participation data from gambling surveys, leading the Commission to collaborate with the Bingo Association to add a new question in the survey that more accurately identifies the location of bingo games. The revised figures show that in 2024, 3.3% of British adults participated in bingo games, with 1.2% playing in traditional bingo clubs, while the Bingo Association's statistics based on venue admissions recorded a 1.0% participation rate, effectively narrowing the gap between the two sets of data through this methodological adjustment.

The data also revealed a structurally crucial fact for bingo operators—the gross gambling revenue from offline bingo was 650 million pounds, with about two-thirds coming from gaming machines within the venues, and the contribution from the bingo games themselves only accounting for 35%. This means that the upcoming mandatory removal order for non-compliant gaming machines, effective at the end of July, will directly impact the core revenue source of bingo venues. Gambling Commission industry statistics show that the total bingo gambling revenue for the 2024/25 fiscal year was 816 million pounds, accounting for about 5% of the total UK gambling industry.

PASA official website continues to track the latest developments in UK gambling regulatory policies and industry compliance dynamics, noting that Gardner outlined a clear regulatory path in her speech—correcting data in a collaborative manner, clearing non-compliant equipment by force, and enhancing law enforcement capabilities with special funding, advancing on three fronts simultaneously.
