Australian lottery giant secures a 40-year Victoria license renewal, hinted at secret dealings

Australian lottery company recently finalized a historic renewal of the Victoria state public lottery license. Its subsidiary, Tattersall's Sweeps, will have exclusive operating rights extended from the originally scheduled expiration date of 2028 to June 30, 2068, a full 40-year term that completely breaks the state's previous convention of renewing every about 10 years. This will pay the Victorian government approximately 1.145 billion Australian dollars in advance payments, of which 250 million Australian dollars will be paid on July 3 this year, and the remaining approximately 895 million Australian dollars will be paid on October 1.

This renewal essentially extends the lock-in period for Victoria's license until 2068, and synchronizes it with the expiration rhythm of the company's other state licenses. The company's financial statements' risk assessment will be updated soon, with the license expiration risk originally facing in 2028 now removed from the risk calendar, and the next major license renewal event not occurring until 2050 in New South Wales. Victoria is currently the company's second largest gaming revenue market and third largest EBITDA contributing market, with the company predicting that nearly half of Victoria's adult residents participate in its lottery games each year. CEO Wayne Pickup emphasized the continuity provisions—existing Tatts franchisees under the current agreement will be eligible for extended franchise contracts until 2038, while the company plans to invest in upgrading retail hardware and operating systems to advance responsible gambling.
