North Carolina's newly federally recognized Lumbee Tribe is rapidly advancing its casino plans. The tribal leadership passed a constitutional amendment by an overwhelming majority of 17 votes to 2, laying the first governance cornerstone for building a potential tribal casino along Interstate 95. The amendment itself did not explicitly mention gaming authorization, but for the tribe, which has about 55,000 to 60,000 registered members, the signal could not be clearer—after completing the federal recognition process and land acquisition, the casino has moved from a political vision to an institutional preparation stage.

241-acre land acquisition and the strategic bonus of federal recognition

It took the Lumbee Tribe over a century to transition from partial to full federal recognition. The 1956 "Lumbee Act" only granted the tribe limited federal recognition, explicitly excluding it from the full federal benefits enjoyed by other recognized tribes. Finally, on December 17, 2025, federal recognition was implemented, and a government-to-government relationship was officially established between the U.S. government and the Lumbee Tribe. This means that the tribe can incorporate land into federal trust under the Indian Gaming Regulatory Act, which is a legal prerequisite for opening a tribal casino.

Tribal Chairman John Lowery once publicly estimated that federal recognition alone could bring in $70 million to $80 million annually through various federal programs. Less than a month after federal recognition, the tribe immediately purchased about 241 acres of land near Interstate 95 in Robeson County, located close to the South Carolina border and in one of the busiest traffic corridors on the East Coast of the United States. According to industry estimates, the visibility and accessibility of this location are expected to support a large casino that could create about 3,000 jobs, in Robeson County, one of the poorest economic areas in North Carolina, a figure that could significantly reshape the local employment landscape.

Competition with three major tribal casinos

Once the Lumbee Tribe's casino is successfully established, the tribal casino landscape in North Carolina will shift from the previous triangle structure dominated by the Cherokee in the west and the Catawba in the center to a four-cornered structure. Currently, the Eastern Band of Cherokee Indians operates two Harrah's brand casino resorts in Cherokee and Murphy, while the Catawba Nation is gradually opening the Two Kings Casino in Kings Mountain, with permanent facilities expected to be completed by 2027. The Catawba Tribe and the Eastern Band of Cherokee had formally opposed the Lumbee Tribe's federal recognition in a Senate hearing in November 2025, explicitly citing casino competition as a reason for opposition. Meanwhile, South Carolina's efforts to explore building a casino corridor along Interstate 95 to revitalize underdeveloped areas have failed, making the Lumbee casino perfectly positioned to enter a market niche that spans two states with almost no competition.
