Ukraine's gambling regulator launches online complaint tool to crack down on illegal advertising.

Ukraine's gambling regulatory authority PlayCity launched a new online complaint system on Thursday, attempting to accelerate the public reporting process of illegal gambling advertisements through digital means. The system covers multiple channels including social media platforms, websites, television, radio, outdoor advertising, and other public places. Its most ingenious design is the ability to automatically archive and capture and download ephemeral advertising materials like social media "stories" upon submission, ensuring that the regulatory authority can still review the content after it has been deleted or expired. This feature is highly targeted—illegal gambling ads often appear briefly on social platforms in the form of time-limited dynamics or short videos and then disappear automatically, making them almost untraceable by traditional manual review. Since 2026, the statutory administrative fine for a single illegal gambling advertisement has been set at 5,188,200 Ukrainian hryvnia (approximately $118,000), and PlayCity has accumulated nearly 80 million hryvnia in fines in about eleven months since its establishment, blocking over 500 social media pages spreading prohibited content.

From ephemeral social ads to an automated evidence archiving loop

This set of complaint tools has a meticulous operational process. Complainants need to specify the platform type and provide a direct link to the advertisement, while also uploading screenshots or videos as supporting evidence. The system automatically saves the aforementioned content upon submission, especially capturing and downloading ephemeral advertising materials such as social media time-limited dynamics, addressing the regulatory pain point of disappearing content being difficult to trace for evidence collection.

After a complaint is submitted, PlayCity staff will conduct a preliminary screening to determine whether the reported content violates Ukrainian gambling advertising regulations. Once the advertisement is identified as illegal, the regulatory authority will take tiered measures: requesting mainstream digital platforms such as Meta, Google, TikTok, YouTube, Viber, and Twitch to remove the relevant content; banning social media pages that repeatedly spread illegal gambling advertisements; imposing fines on identified responsible parties, or transferring unresolved cases to law enforcement agencies if identity cannot be confirmed from the official national registration system.

Regulatory reconstruction post-KRAIL dissolution and military gambling isolation

This digital upgrade of Ukraine's gambling regulation is rooted in the country's reconstruction of the gambling regulatory system. PlayCity's predecessor—the Ukrainian Gambling and Lottery Regulatory Commission was dissolved in April 2024, primarily due to the agency's continuous delays in issuing gambling licenses and severe failure to perform regulatory functions. Subsequently, the overall regulatory functions were transferred to the Ukrainian Ministry of Digital Transformation, with PlayCity officially taking the stage as the successor institution. This reform was synchronized with Law No. 9526d, which not only dissolved KRAIL but also strengthened the enforcement of illegal gambling advertising.

In addition to the upgrade of advertising regulation, PlayCity recently began managing an automated mechanism aimed at preventing military personnel from accessing online gambling services. This system was jointly launched by the Ukrainian Ministry of Digital Transformation and the Ministry of Defense in March this year, aiming to reduce problem gambling behavior among military personnel during the ongoing martial law period. The complaint form is now open to all Ukrainian citizens, allowing the public to directly participate in monitoring and reporting illegal gambling advertisements through PlayCity's official website.
