The Boulevard food hall will feature a variety of dining options including Lucky Goat, Antique Taco, Pretty Cool Ice Cream, and Five50 Pizza. The casino also includes retail sports betting, continuing PENN's strategy of expanding retail sports betting in Illinois.
Economic impact: Creating 700 jobs, city commits $50 million subsidy
The project is expected to create about 700 jobs locally. The City of Aurora has committed $50 million in upfront payments through tax increment financing as a key incentive to retain the casino. The city still owes PENN Entertainment $21 million, with full payment expected by the end of 2026. This is PENN Entertainment's second new land-based casino in the Chicago area following the successful opening of the Hollywood Casino Joliet in 2025, aimed at deepening the company's footprint in the Midwest retail gambling sector.
