An amendment passed in December 2025 had a drafting error, accidentally excluding "games of chance" from the taxable base, resulting in no taxes being levied on remote gambling at the beginning of 2026. The parliament quickly realized the mistake and swiftly passed a technical amendment, reinstating a uniform tax rate of 5.5% on remote gambling from March 1, 2026, consistent with the established monthly reporting process.
Voluntary Tax Contributions: Only a Few of the 41 Licensed Operators Respond
The Estonian Gambling Operators Association initiated a voluntary donation plan, and currently, only a few of the 41 licensed remote operators have contributed. The Ministry of Finance reported that the donations received in February (including income tax) amounted to about 815,000 euros, and as of March, about 595,000 euros. Based on the reported income for January and February, the total tax due for these two months was estimated at about 3.5 million euros, lower than the previously estimated 4 million euros. The original annual budget for remote gambling tax revenue was 27 million euros. The Ministry of Finance remains cautious about fully recovering the tax revenue, noting that "promises are easier made than fulfilled."
