Despite the active layout, the advancement of the gambling industry in Timor-Leste still faces real challenges:

Insufficient infrastructure: Existing infrastructure is insufficient to support large-scale gambling projects, which may slow down the investment planning progress of companies like APS;

Lack of public support: Local residents have low acceptance of offline casino-type operations, lacking sufficient support, adding resistance to project advancement;

Core safeguards to be established: To achieve steady development of the gambling industry, Timor-Leste needs to establish a strong regulatory framework, and talent training and infrastructure improvement are also indispensable prerequisites.
