Russia advances gambling self-exclusion law effective from September 2026

The Russian State Duma (lower house) has passed the gambling self-exclusion bill, aimed at addressing gambling addiction issues. The bill is expected to officially take effect on September 1, 2026, pending approval by the upper house and signature by the president. Core Rules of the Bill: Irrevocable for 12 Months

This provision cuts off the possibility of "regret"! Russian citizens can apply for self-exclusion through the national service portal Gosuslugi or multifunctional centers, requiring submission of personal identity and bank account information. The exclusion period is at least 12 months and cannot be revoked by the individual. Once effective, gambling operators are not allowed to accept transactions or send marketing messages, covering all legal gambling scenarios including sports betting, casinos, and slot machines.

Market Background: Industry Support, Clear Gambling Landscape

The gambling market landscape in Russia is quite distinctive! Online and offline sports betting are legal, but online casinos are prohibited, with legal casinos only concentrated in five designated areas. By 2024, the legal gambling transaction volume reached 4.7 trillion rubles (approximately 59 billion USD), and the industry generally supports the bill. The Entertainment Sports Industry Operators Association also participated in drafting the bill, and players had already been able to apply for self-exclusion with operators one by one.
