Over half of Dutch players support economic status tests for limits, gambling reform sparks heated debate

The Dutch Minister of Justice for Protection, Arno Rutte, has submitted four gambling-related reports to the parliament, providing data support for the country's gambling reform, covering core contents such as player limit attitudes, participation status, and advertising impact. Player Attitudes Towards Limits: Support and Concerns Coexist

The acceptance of mandatory limits among players is increasing! 82% of respondents support mandatory limits, a significant increase from 76% in 2023, with 58% optimistic about the effectiveness of total deposit limits in preventing problem gambling. However, although 55% of players recognize the positive significance of financial checks, 42% are concerned about privacy leaks, and 38% refuse to share debt information, with high-risk players being much more receptive (32%) to information sharing than average players.

Current State of Gambling Participation: Online Increase and Compliance Concerns Emerge

The participation rate in gambling in the Netherlands remains stable, with 69% of the population aged 16 and over having participated in gambling at least once last year. Lotteries remain mainstream, but the rate of online gambling participation has risen from 10% to 12%, with the 16-17 age group soaring from 12% to 20%, far exceeding the legal age of 18, suggesting issues with illegal platforms or the use of others' accounts. More importantly, a quarter of players are unsure whether the platforms they use are licensed, and only half of the players see risk warnings during games.

Advertising Ban and Data Collection: Coexisting Effects and Pain Points

The implementation of the advertising ban is not as ideal! Despite the Netherlands having completely banned most media and sports sponsorship gambling advertisements, many players still frequently see related ads, with medium to high-risk players being more sensitive to advertisements. At the same time, there are many pain points in current gambling data collection, such as non-uniform operator data formats and GDPR restrictions, making analysis difficult. The report suggests building a decentralized data sharing platform.
