Following audit reports from PricewaterhouseCoopers and KPMG that directly pointed out its "pursuit of innovation at the expense of quality and control," CEO Vegar Strand admitted to "numerous and serious" issues and announced that remedial actions have been initiated "with purpose." Last October, the two major auditing firms, PricewaterhouseCoopers and KPMG, released reports harshly criticizing the operational flaws of Norsk Tipping. The core conclusion of the reports is that the company has been rapidly launching new products but has "slammed the brakes" on quality control and risk management. Issues include inadequate technical management, a lack of understanding of risk complexity, and missing development, testing, and operational maintenance processes.

CEO Strand stated that the company did not wait for the final report to start making improvements. Currently, out of the 25 specific measures proposed by KPMG, 22 are being implemented. These actions include a "thorough review" of the company's organizational model and culture, clear definition of management responsibilities, and the establishment of a more comprehensive development testing system and mandatory operational guidelines. Strand claimed that these changes will equip the company "well" to achieve long-term goals.

Chain of penalties exposes systemic risks
The background of the audit reports is a series of operational accidents that led to consecutive fines for Norsk Tipping. The most notable incident was a Eurojackpot drawing error, which mistakenly informed 47,000 players that they had won substantial prizes, leading directly to the resignation of the then CEO.

This is just the tip of the iceberg. Last September, due to technical failures in Eurojackpot and Lotto, the company was fined 46 million Norwegian kroner by the Norwegian regulatory authority Lotteritilsynet. Previously in March, a system flaw prevented self-excluded players from successfully blocking their accounts, resulting in a 36 million Norwegian kroner penalty. According to PASA's official website, such frequent and substantial penalties are rare in the globally strictly regulated gambling market, profoundly exposing the systemic failure of its internal controls.

Monopoly model faces a crisis of trust
The continuous accidents and fines not only damaged Norsk Tipping's financial status but also shook the foundation of public trust as a state-owned monopoly. The company's board chair, Sylvia Brustad, candidly stated that the shortcomings are "numerous and serious," and the board will actively participate to ensure the improvements are implemented.

Carl Stenstav, head of the Norwegian gambling industry trade organization, criticized that these are not isolated errors but reflect a long-term governance failure.
