InPlaySoft's latest exclusive report shows that Brazil's regulated gambling market has far exceeded expectations in the first six months after legalization, with explosive growth in betting volume, user activity, and tax contributions.
Based on actual operational data and policy trends from the first half of the year, the report makes six key predictions for the future direction of the country's gambling industry:
Betting amounts will stabilize at a high level
Driven by major events such as the Brazilian football league and the Libertadores Cup, the average monthly betting amount is expected to remain between 28 billion and 32 billion reais (about 5 billion–5.75 billion USD). The total annual betting amount is expected to exceed 350 billion reais (about 62.8 billion USD).
Tax contributions will significantly expand
Based on an 18% gambling total revenue (GGR) tax rate, federal tax revenue in 2025 is expected to exceed 20 billion reais. As of the end of May, actual tax revenue has already exceeded 3 billion reais.
User structure will become more mature and diverse
As the market develops, user behavior will shift from novelty-driven to quality and trust-driven. Women, older players, and casual groups will become new growth points, with mobile-first and content segmentation becoming key.
Regulation will continue to strengthen
The government is expected to enhance auditing, advertising restrictions, KYC, and anti-money laundering controls. Legislative bodies may also introduce stricter consumer protection measures, such as deposit limits, cooling-off periods, and self-exclusion mechanisms.
International capital will accelerate entry
The rapid expansion of Brazil's gambling market is attracting widespread attention from global software vendors, payment institutions, affiliate marketing, and investment funds, which may further impact the local capital market and venture ecosystem in the future.
Social issues will continue to heat up
As gambling advertising in sports events increases, discussions on addiction prevention, underage protection, and public interest distribution will become more intense and may directly affect policy adjustments after 2026.
