The Telecommunications Regulatory Authority of Cambodia (TRC) recently issued a notice strictly prohibiting the import, sale, and distribution of unauthorized Starlink satellite internet devices and accessories. The regulatory body specifically warned that the "OneClicks" store on social media has been falsely advertising that its devices are legally authorized, asking customers to pay an 80% deposit and install the equipment themselves, but cannot guarantee the normal operation of the devices, seriously misleading consumers.
TRC emphasized that Starlink terminals have not yet obtained a "Type Approval Certificate" in Cambodia, and SpaceX has not been permitted to provide internet services locally. Therefore, the sale and use of related equipment are illegal activities, posing risks of harming user rights, disrupting communication quality, and even threatening national security. The regulatory body has taken urgent measures against the involved merchants and reminds the public to immediately stop purchasing or using Starlink products of unknown origin.
According to the Telecommunications Law, individuals who import or sell telecommunications equipment without permission will face imprisonment from 6 days to 1 month, and a fine of 1 million to 5 million riels (about 250 to 1250 USD); corporate entities will be fined 10 million to 50 million riels (about 2500 to 12,500 USD), and may also be subject to additional criminal responsibilities under Article 168 of the Penal Code, with all illegal equipment being confiscated.
TRC finally reiterated that it will take the strictest measures against violations, while calling on the public and businesses to actively cooperate, and they can check the list of legal operators on the TRC official website and official Facebook page to avoid getting involved in illegal transactions.
