The Philippine POGO (offshore gaming) industry, once seen as a "gray gold rush paradise," is now heading towards a complete collapse. From high salaries, lax regulations, and quick money to deportations, scrutiny, and crackdowns, the times have completely changed. There used to be people who would "make a quick buck and leave" despite the risks, but now they find they might have to "return it all the way they came."

The turning point occurred in mid-June 2025, when the Deputy Minister of the Philippine Anti-Organized Crime Commission (PAOCC), Cruz, led a delegation to China for closed-door consultations with senior Chinese officials in Shanghai, directly addressing the rectification of POGO and issues of transnational telecommunications fraud and money laundering.

This was not an ordinary courtesy visit, but a "joint crackdown" operation meeting with a practical background. Not long before the meeting, the Philippines had just deported 100 Chinese nationals suspected of illegal gambling. Cruz revealed that the rectification campaign had led to the arrest of 3483 foreign nationals and the expulsion of 2517, with the crackdown still expanding.

The investigation found that some POGO parks, under the guise of "legal outsourcing," were actually involved in fraud and extortion, and even legitimate businesses were providing them with financial and manpower support, leading to a trust crisis in the entire POGO system. The Chinese side's attitude was unprecedentedly firm, clearly stating that they would fully cooperate at the law enforcement level and no longer avoid the issue.

The Sino-Philippine talks resulted in three major cooperation mechanisms: one is to accelerate the repatriation of Chinese nationals involved in cases; the second is to establish a permanent coordination mechanism to handle cases of telecommunications fraud and money laundering; and the third is to initiate deep cooperation such as intelligence sharing, synchronized law enforcement, and training collaboration. Even more shocking, for the first time, the Chinese side disclosed that they had identified 60 cases involving Chinese citizens in the Philippines, confirmed 17 deaths, and another 66 unidentified bodies suspected to be related to the telecommunications fraud parks, which are under investigation.

This joint operation also broke past data barriers—more and more signs show that personal records between China and the Philippines are beginning to synchronize: visa information, employment backgrounds, financial flows, and unit records may all enter a shared system. Some personnel returning from the Philippines are immediately interviewed or restricted from leaving the country, raising concerns: it's not that you have broken the law, but that you must prove you haven't.

The situation for Chinese in the Philippines is now completely different. Legality can no longer rely on connections but must depend on system certification. Applying for visas, filing taxes, investing, and interfacing with businesses will all be subject to compliance reviews. Even mere business contact with POGO-related companies may lead to joint investigations.

The era of gray industry benefits has ended. This Sino-Philippine joint strike is not only an industry cleanup but also a collective farewell to "gray area logic." To continue surviving in the Philippines, legal employment, standardized operations, and risk control will become the only pass. Learning to protect oneself in the storm is the real hard truth.
