Philippine local gambling operators (PIGO) are currently in a crucial transition period from traditional offline operations to online expansion.
In an interview with AGB, Joe Pisano, CEO of Jade Entertainment, pointed out that PIGO operators must integrate offline resources with online platforms, using online as a new window to promote their brand and services, rather than operating in isolation. "Their brand is no longer geographically limited; it is now nationwide," he said.
The PIGO system was initiated during the pandemic to alleviate economic pressure and diversify income sources. Meanwhile, offshore gambling operators (POGO) have been completely banned by the government due to allegations of fraud and human trafficking, causing significant social backlash.
A new law effective at the end of 2024 not only bans POGO but also grants the government the authority to seize assets and punish illegal collaborators.
Despite the continued existence of illegal operations, Pisano emphasizes the integrity and responsibility of legal PIGO operators. "We invest heavily in resorts and will not risk engaging in fraud." Jade, as the fourth company to obtain a PIGO license, initially focused on sports betting and later expanded to electronic games due to the pandemic.
Today, with the development of casino resorts in areas like Clark, PIGO is facing new opportunities. This region is emerging as a new highland in the Philippine gambling industry, benefiting from improved transportation, economic cash flow, and local government support.
According to PAGCOR data, there are 64 licensed online platforms in the Philippines, most of which are based in Clark. However, Pisano notes that only two-thirds are truly active, and many operators still need to leverage the experience of the European and American markets in digital transformation.
It is noteworthy that in the first quarter of this year, Philippine online gambling revenue reached 104.1 billion pesos, surpassing physical gambling for the first time. As regulation matures and platform construction continues, PIGO is entering a critical stage of development, gradually replacing POGO as the new pillar of compliance and innovation in the Philippine gambling industry.
