The government of the State of São Paulo announced for November 1st the auction of the concession of the state lottery public services. The expected revenue is about R$ 3.4 billion, a resource that will be applied in investments for health.
The concession project of the state lottery public services foresees 31 exclusive units (lotteries) and estimates more than 11,000 non-exclusive points throughout the São Paulo territory. Santos will be one of the points with exclusive units.
The future winning concessionaire will be able to explore the service physically or virtually, in two game modes.

Points of sale
More than 11,000 points of sale may be installed throughout the state, being in existing businesses or in spaces dedicated exclusively to the offering of lottery services.
The state model of lotteries was released by the Supreme Federal Court (STF) in 2020, which understood that the Union could not monopolize the service.
In São Paulo, the Legislative Assembly approved the proposal in 2022 with the aim of bringing new sources of financing for public equipment in health and education, for example.
Thus, the forecast is that São Paulo will collect R$ 3.4 billion with the concession of the service, intended for health.
The concessionaire of the state lottery of São Paulo will be able to offer the services that will be in the modalities of prognostics (specific, sports, numeric) and instant lottery (like a scratch card, for example), in a physical and virtual environment.
The choice will be up to whoever wins the auction for the concession.
According to technical studies, the spaces may be distributed according to the administrative regions of São Paulo.
Based on the studies of installing a point of sale every 2,750 inhabitants, the estimate is that about 5,500 will be just in the capital.
The expectation is that the installation of points of sale by the concessionaire will maximize the expansion of the service.
In addition to the estimate of non-dedicated points of sale, the concessionaire will install at least 31 exclusive points of sales distributed through the administrative regions of São Paulo.

Rules
The installation of exclusive points of sale will follow some rules.
For example, the locations must have high visibility, with a large flow of people. Additionally, the concessionaire must respect a minimum distance of 300 meters from nurseries or basic and elementary education units.
The future concessionaire, according to the government's proposal, may opt to offer the same service virtually, such as websites and apps.
About the concession of the state lottery of São Paulo
The concession of the public lottery services of the State of São Paulo is part of the 13 auctions that the Government of São Paulo will carry out until the end of 2024.
Arsesp (Regulatory Agency for Public Services of the State of São Paulo) will be responsible for monitoring the concession and the supervision of the granted services.
