The Philippine President's Anti-Organized Crime Commission confirmed on Thursday (September 12) the identity of the so-called "boss of bosses" among Philippine offshore gaming operators (POGO) engaged in criminal activities.
The Executive Director of the President's Anti-Organized Crime Commission, Gilberto Gultus, was asked if Huang Zhiyang was the "boss of bosses" in illegal online gambling. Huang Zhiyang, found in a raid in Clark, Pampanga province, was discovered with five passports.
Gultus replied, "Yes, yes."
However, he did not confirm whether this person had helped the former president of the Banban community, Guo Huaping, escape from the Philippines.
Gultus said, "He is the one with five passports."
Gultus mentioned that Mr. Huang helped Guo Huaping book a hotel in Singapore.
"Huang Zhiyang is the one in Singapore. If you notice, he is the one who arranged the hotel accommodations for Guo Huaping."
On Tuesday (September 10), Senator Estrella stated that Huang Zhiyang "very likely" was the foreigner Guo Huaping identified as helping her flee.
Estrella said he heard that the individual is "the boss of all bosses."
He mentioned that Huang is currently in Taiwan.
Gultus was also asked if anyone had contacted the President's Anti-Organized Crime Commission to dismiss Guo Huaping's case.
According to Gultus, someone had suggested this to him as early as March, before the raid on the Banban online gambling center, where over 800 people were rescued.
He said, "Even before the Banban raid, some people had already approached us. The same thing is happening until the case was filed, until she went into hiding."
He mentioned that even some of his friends had been approached.
Gultus said these people would subtly engage in casual conversation in their own way.
Gultus explained, "It's like a conversation, they come up to you, mention the matter, ask about the case, but you can feel what they want."
He added, "I would tell (my friends) not to talk to these people anymore because I know where the conversation is headed."
Meanwhile, Gultus mentioned that witnesses pointed out that near the raided online gambling company Lucky South 99 in Porac, Pampanga province, there are four graves allegedly belonging to foreigners.
Gultus said, "If this is true, we will verify the identities of the missing persons with the embassies."
On Wednesday, Winston Casio, spokesperson for the President's Anti-Organized Crime Commission, stated that the commission would apply for a search warrant to investigate these sites.
