Guo Huaping requests the Ministry of Justice to accept her rebuttal affidavit against the human trafficking complaint.

Philippine Department of Justice spokesperson Mico Clavano stated that the team of the dismissed mayor of Tarlac City, Guo Huaping, has submitted another motion requesting the Department of Justice to accept her rebuttal affidavit in the human trafficking complaint against her.

Clavano announced at a press conference that the motion was submitted on Friday, September 6.

"They have submitted another motion to our panel of prosecutors to reapply for the acceptance of Guo Huaping's rebuttal affidavit," he said.

"What they want to do is to reaffirm the rebuttal affidavit, as they may have realized that the procedure they initially followed was incorrect," Clavano explained.

According to Clavano, Guo submitted a motion in August requesting the Department of Justice to accept her rebuttal affidavit and to dismiss her human trafficking complaint.

Guo's rebuttal affidavit was submitted a few days after her complaint was filed on August 6. The affidavit was notarized on August 14 in San Jose del Monte City, Bulacan Province.

The notary lawyer later admitted that Guo did not personally swear before him, which was necessary.

"We believe there is indeed a need for action here," Clavano said, "Documents should not be notarized without seeing the person swear in person. Therefore, we think there is indeed a viable issue to be addressed here."

"This is also a way for us to signal to the legal community that we must take our work seriously. Just because there are many notaries does not mean their work is trivial. They also contribute to the integrity of the legal profession," he added.

Furthermore, he mentioned that he believes Guo's submission was made for "convenience."

"But we think that it's not just because she is here. If she hadn't been caught, she wouldn't have been able to submit. Therefore, this action was taken by her team for convenience," he said.

"We leave the decision whether to accept this motion to the prosecutors," he added.
