2016 was the peak period for online gambling in the Philippines, when the country finally legalized the activity. Under the regulation of the Philippine Amusement and Gaming Corporation (PAGCOR), online gambling has rapidly flourished across the country. But as the years pass and foreign influences merge with Filipino traditions, online gambling in the Philippines is undergoing a new era of change.

Conflict of Interest

Online gambling has experienced strong growth due to the participation of Philippine Offshore Gaming Operators (POGOs). However, PAGCOR is both a regulator and promoter of the industry, and conflicts of interest are inevitable. Recent controversies involving prominent figures such as Tarlac Mayor Alice Guo have heightened public attention on this issue. As a result, there are calls for more stringent measures to address these issues and ensure that responsible gambling is effectively regulated as the industry continues to expand.

Pessimistic view

Gambling industry operations in the Philippines are now facing public scrutiny. POGO's aggressive advertising campaigns in the country have caused dissatisfaction among Filipinos.

Despite a generally tolerant public view of gambling, concerns are growing about the impact of the industry’s rapid expansion and its rampant advertising on society.

Opening up a new stage

The Philippine online gambling industry is expanding steadily, with revenue expected to reach US$680 million (€633 million) by the end of 2024, with annual growth expected to be 4.94% until 2029. Thanks to continued innovation, virtual reality casinos and dealer games will bring immersive gaming experiences and increase player engagement. Reform of the regulatory framework, including PAGCOR and POGO, in order to balance growth with responsible gambling practices. However, challenges such as cybersecurity and regulatory compliance still attract public attention. As the industry navigates these dynamics, online gaming is expected to continue to be a key economic contributor by embracing regional technological advancements while ensuring a safe and ethical gaming environment for players.
