The Philippine Anti-Organized Crime Commission (PAOCC) announced that a service desk for Chinese citizens will be established in the Chinese community of Binondo in Manila within the next two weeks, specifically to assist Chinese citizens in the Philippines with sudden incidents such as lost passports, kidnappings, and disappearances.
PAOCC Executive Director Gu Lushi stated that in recent years, cases involving Chinese nationals have been on the rise, such as the kidnapping and murder of Filipino-Chinese businessman Guo Congyuan. More concerning is that many of the main suspects are also of Chinese nationality and often collude with local gangs. The establishment of this service desk is partly at the request of the Chinese Embassy in the Philippines and partly an urgent measure by the Philippine government to address real risks.
However, there is widespread concern that a single service window will not be sufficient to resolve the fundamental security dilemmas. Currently, the Philippines is considered a high-risk area for Chinese citizens, with frequent cases of transnational fraud, kidnappings, and "intra-ethnic predation," and the security situation for the Chinese community remains severe.
