Domestic really dark

I have a friend who has been in the Philippines for many years and was recently taken away by the "hat brothers" upon returning to the country. Inside, there was all sorts of intimidation and bribery, and the conclusion was to solve the problem by paying money directly. They demanded 500,000 right off the bat—so corrupt. How should this situation be resolved?
