Zhang Qiaowei noted that although there is already a presidential executive order banning POGO, elevating the ban to clear congressional legislation is a crucial step in implementing law enforcement and avoiding ambiguous spaces.
He is one of the strongest opponents of POGO in the Senate, having repeatedly pointed out the issues of crime, corruption, and regulatory difficulties brought by POGO, and citing Senate investigation results that link POGO to illegal activities such as money laundering and human trafficking.
