Carruthers' tenure at Crown was more like a high-pressure compliance test. When he took over Crown, this Australian casino giant was deeply embroiled in the most severe licensing crisis in its history—the Bergin Inquiry Report revealed money laundering loopholes, criminal organization infiltration, and serious deficiencies in responsible gaming mechanisms at Crown's properties, leading both New South Wales and Victoria to rule that Crown was "unsuitable to hold a casino license." This was almost a death sentence.
But Carruthers managed to turn the situation around. Under his leadership, Crown overhauled its anti-money laundering processes and responsible gaming systems. After Mullally's departure, the UAE's first online gaming platform Play971 also managed to obtain an internet gaming and sports betting license in November 2025, officially commencing operations.
However, there are numerous issues. First, GCGRA's licensing strategy is quite restrained—principally, only one online license and one offline casino license per emirate. Simply put, it's first come, first served, and later players might not even get a turn. Secondly, the 2026 Iran conflict has directly impacted the UAE, with military pressure from across the Persian Gulf significantly slowing down investment pace in the region. Another unresolved issue is: where will the next physical casino project after Wynn be located? Dubai remains cool towards casino projects, but industry sources say that American and Asian capital is highly interested in Abu Dhabi. Plus, B2B infrastructure—like live dealer studios—is still under construction, and the entire UAE gaming ecosystem is still some way from "mature operation." Carruthers stated elegantly in his inaugural statement: "The UAE is positioning itself as a global benchmark for modern responsible gaming regulation, and I look forward to working closely with the team, licensees, and government partners." This stance reminds one of his approach during his time at Crown—no radical slogans, just stabilizing the situation first.
