Gibraltar launches Europe's first #PredictionMarket license, is global legalization imminent?

Gibraltar has officially become the first European jurisdiction to directly license predictive market activities.

This year, Gibraltar's Minister for Justice, Trade, and Industry, Nigel Feetham, has repeatedly emphasized the potential for growth in predictive markets. In an April interview, he stated: "Gibraltar has long been a gateway for innovative gaming companies seeking an international stage." Feetham noted that the Gibraltar region will actively attract companies with a global vision willing to operate under a robust regulatory framework.

In March, Gibraltar issued the first predictive market license to the official predictive market partner of the 2026 FIFA World Cup, ADI Predictstreet, becoming the first European operator to be approved. Feetham emphasized in a parliamentary speech that the predictive market will become an "important growth area" for Gibraltar.

Gibraltar's Gambling Commissioner and Executive Director Andrew Lyman further explained the regulatory approach: "Gibraltar's jurisdiction has the flexibility to adjust to different business models. This does not preclude the establishment of a dedicated predictive market regulatory regime—neither purely 'gambling' nor purely 'financial services'."

A significant step for global expansion: License issuance, WagerWire approved

On June 10, the American company Wire Industries Inc announced that its predictive market subsidiary, Wire Markets Ltd, had received approval in principle from the Gibraltar regulatory authorities.

Headquartered in Los Angeles, WagerWire has been focusing on market-oriented innovative products since its establishment in 2023, having pioneered the online sports betting secondary market. The company now plans to establish a regulated predictive market entity in Gibraltar as a springboard for global expansion.

According to plans, WagerWire's predictive market products are expected to officially launch in the second half of 2026, coinciding with the NFL season and international football leagues.

Gibraltar's open attitude towards predictive markets contrasts sharply with other regions in Europe. Currently, regulatory authorities in countries like the Netherlands, France, and Germany have explicitly blocked access to well-known predictive market platforms such as Polymarket, adopting more stringent restrictions.

By contrast, Gibraltar, with its mature gambling regulatory system and openness to innovation, has quickly established a licensing framework for predictive markets.

Analysts believe that Gibraltar's regulatory openness has multiple implications for the European and even global markets.
