New Zealand's online casino regulations are set, with 15 licenses up for grabs in July.

The New Zealand government officially announced the "2026 Online Casino Gambling Act" implementation details on Friday, with all provisions taking effect on July 3, 2026. That month, the highly anticipated competitive licensing process will also officially begin—with only 15 licenses available, competition is bound to be fierce. This set of regulations covers consumer protection, advertising control, payment restrictions, and product design red lines, marking a milestone in New Zealand's gambling regulation history. For operators already queuing outside, this document is the assessment standard; whether they can enter the market depends on compliance.

Consumer protection at the pore level: time limits, money limits, mandatory breaks

The granularity of consumer protection in the regulations is quite astonishing. When opening an account, customers must be mandatorily guided to set daily, weekly, or monthly limits on gaming duration, deposits, and total expenditure, with reminders issued monthly thereafter. Customers can apply to increase or cancel limits, but must undergo a 24-hour cooling-off period—the cost of impulsiveness is at least an extra day's wait.

The platform must also incorporate a "mandatory break" mechanism: after playing continuously for 60 minutes, a compulsory pause of at least 5 minutes is required, along with options to opt out for periods ranging from 24 hours to three months. System pop-ups must also display session information and interruption prompts during gameplay. For self-exclusion, players can apply for a fixed term or indefinite exclusion, which operators must process within 24 hours. If a platform identifies a customer as a potential problem gambler, not only must it issue warnings and provide assistance, but it also has the right to exclude them for up to two years.

New Zealand's mechanism design clearly draws on the experiences of the UK and Australia, but with a more decisive execution rhythm—not a suggestion, but a mandatory requirement.

Identity, payment, one life: one account, one card

In terms of identity verification, customers must complete verification of their full name, date of birth, and age (minimum 18 years old) before activating their account, and operators must also check whether customers have past exclusion records or existing accounts. On the payment front, credit cards and certain associated payment methods (such as cards linked to physical gambling) are strictly prohibited. Each customer can only register one payment method and one account on a platform, with a 24-hour lock-in period for changing payment methods—this tactic is specifically used to prevent impulsive deposits. Withdrawals can be made using different methods.

Transparency has also been elevated to new heights: operators must provide customers with clear and easy-to-understand game rules, and compliance records and customer data must be properly preserved for the duration of the business relationship plus seven years. A reminder from PASA's official website: the number seven means that even if an operator exits the New Zealand market, the obligation to keep records does not immediately disappear.

Advertising caged: no ads before and after live broadcasts, inducive advertising out

Advertising control is one of the strictest sections of these regulations. Specific restrictions include: 1. Gambling ads are not allowed on the front pages of print media and public transport carriers; 2. Advertising is prohibited during sports live broadcasts and within 30 minutes before and after the broadcast; 3. Sponsorship and endorsement marketing, affiliate marketing, inducive advertising (only under very strict conditions), ads that stimulate impulsive consumption, personalized pushes for high-spending customers, and ads referencing other forms of gambling—all out; 4. Ad content must not appeal to those under 18, and the proportion of minors in the ad audience must not exceed 20%; 5. Direct marketing must obtain explicit customer consent or be based on precise account preference settings, and must provide frequency and content control mechanisms.

New Zealand's move is almost in step with neighboring Australia. In April this year, the Albanese government just proposed a gambling advertising reform plan, including TV time limits and a celebrity ad ban.

Product design and financial obligations: no autoplay, 3.5% profit tax

The product level is also tightly controlled. Operators are not allowed to let customers play multiple online slots at the same time, autoplay function is completely prohibited. Network cumulative jackpots are limited to licensed platforms, unless it is a pure player-versus-player poker game. Any design elements that encourage excessive or impulsive gaming are strictly banned.

In terms of financial obligations, operators must submit quarterly and annual reports, detailing player metrics, usage, and profit data. Serious incidents must be reported within five working days. One of the most watched items is: operators must pay 3.5% of online gambling profits as a regulatory tax quarterly, with penalties for late payments.

The license bidding process has also been clarified: first, submit a formal letter of intent, with an intent fee of $19,000; then enter the license auction phase, followed by a detailed license application. Entain CEO Stella David has already stated in the 2025 fiscal year earnings call—her company is eyeing three licenses. With 15 licenses and global giants eagerly watching, the opening battle in July is bound to be heated.
